Will Birchfield Wins 2014 National Local Floodplain Manager Of The Year

News-BirchfieldOfficial Floodplain Manager and Chief Building Official Will Birchfield has been selected as the 2014 Larry R. Johnston Memorial Local Floodplain Manager of the Year by the Association of State Floodplain Managers (ASFPM). As a recipient of the award, Birchfield is invited to attend the National Floodplain Management Conference June 1-6 in Seattle, WA as ASFPM’s guest. An Awards Luncheon will be held on June 5.

Brian Varrella, Chair of the Colorado Chapter of ASFPM said about Birchfield “it is my firm opinion that his efforts during the September 2013 floods saved lives, prevented future flood losses, and promoted the health, safety and welfare of an entire community.” Varrella continued “He implemented post-flood recovery activities such as temporary moratorium on development permits, obtaining high water marks (HWMs) from flood zones, utilizing HWMs to create advisory BFEs and setbacks, and supported the recently implemented Statewide Floodplain Regulations adopted in 2010. Will is further assisting Estes Park and surrounding Larimer County with establishing post-flood master plans.”

Birchfield was hired by the Town of Estes Park’s Community Development Department as Building Official in 1998 and promoted to Chief Building Official in 1999. During his tenure he has made many notable accomplishments including improving the permit review process by reducing time frames for permit issuance and developing checklists to assist with accurate and complete plan reviews, establishing an address filing system that enables staff to find information about a specific property, creating a fairer valuation schedule upon which to base permit fees, and reducing the ISO Building Code Effectiveness Grading Schedule from a 6 when hired to a 3 in 2011, with 1 being the best on a scale of 1 to 10. Birchfield’s certifications include International Code Council – Certified Building Official, Plans Examiner, Combination Inspector, Building Inspector, Plumbing Inspector, Uniform Fire Code Inspector, Mechanical Inspector, Electrical Inspector, Fire Inspector II, Accessibility Inspector/Plans Examiner, Fire Marshal and Association of State Floodplain Managers – Certified Floodplain Manager.
