Voters To Determine Publishing Requirements


During the April 3 Municipal Election, voters will determine publishing requirements for Town of Estes Park ordinances, bills paid and contracts in the local newspaper of legal record, the Estes Park Trail Gazette. As a cost-saving and efficiency measure, the Town will ask voters to reduce requirements for newspaper publication of these items. Instead, all information will be readily accessible on the Town’s website www.estes.org and at Town Hall, 170 MacGregor Ave.

The Town currently publishes, in the legal section, the full text of any ordinances adopted by the Town Board and a list of bills paid by the Town. However, the Colorado Revised Statutes allow statutory municipalities like Estes Park to reduce publishing requirements with voter approval since this information can be provided on municipal websites. The April 3 Municipal Election mail ballot will ask voters two questions on this topic:

1. Shall the Town of Estes Park, Colorado, be authorized to publish ordinances by title only rather than publishing each ordinance in full in accordance with Section 31-16-105 C.R.S.?

If approved, the Town shall post all adopted ordinances, in full, on the Town website www.estes.org on the day after the Board meeting making the information readily available to the public.

2. Shall the Town of Estes Park, Colorado not publish proceedings relating to payment of bills and statements concerning all contracts awarded and rebates allowed in accordance with Section 31-20- 202 (1.5) C.R.S.?

If approved, all Town bills shall be published on the Town’s website www.estes.org and a list of all contracts awarded and rebates approved by the Town involving the expenditure of more than $30,000 per annum shall be posted on the Town’s website www.estes.org.

The Town of Estes Park has contracted with Larimer County to perform the April 3 mail ballot-only election, which will also determine four seats on the Board of Trustees, including that of the Mayor.
