Town Board to Continue Discussion on Proposed Lot 4 Sale
At its November 12 meeting, the Estes Park Town Board is tentatively scheduled to discuss a contract from the Grand Heritage Hotel Group, LLC (the Stanley) for the purchase of Lot 4 in the Stanley Historic District for the proposed Anschutz Wellness Center. The meeting takes place at 7 p.m. in the Town Board Room of Town Hall, 170 MacGregor Avenue. The public is encouraged to participate. Meeting materials will be posted as soon as they are available at www.estes.org/boardsandmeetings, and written comments may be submitted to the Town Clerk’s office at email@example.com, or in Room 130 of Town Hall.
At its last regular meeting, the Town Board voted to proceed with the process that would allow voters to ultimately determine if the Town should sell the land for this project. If a contract for the sale of Lot 4 is approved by the Board on November 12, the Board will have the option to set a special poll election for Tuesday, December 17, 2013. Due to changes in the election law, the permanent mail in voter designation has been modified for municipal elections. Mail-in ballots will no longer be automatically received in regular or special municipal elections conducted as a poll election. In case of a special election, voters who wish to receive a ballot by mail must complete an absentee ballot application no later than Friday, December 13, 2013 and return the ballot by 7 p.m. on Election Day. Please note, this will only be necessary if a special election is set on November 12 and would only apply to registered voters within the Estes Park Town limits.
If a contract is approved by the Board on November 12, the application will also proceed through the development review process. Public input will be encouraged in the concurrent development review process. The timeline for decisions on this proposal, the special election and development review is considerably condensed from the Town’s normal process. This expedited process has been requested by the Stanley to accommodate a funding source that may not be available beyond the beginning of 2014.
Town Administrator Frank Lancaster noted, “At the Board’s request, we’re proceeding with outlining the necessary steps for this project, although there will be several checkpoints including with voters and the general public, Town officials, the Estes Valley Planning Commission.” On Thursday, a proposal review schedule was established to include a submittal deadline for the Stanley to provide a development application for special review by 5 p.m. on November 7, followed by affected agency review, notification of neighbors surrounding the proposed project for feedback, and a special meeting of the Estes Valley Planning Commission on December 9 to take public input on the application and tentatively develop a recommendation for the Town Board. And, if the voters approve the sale of Lot 4 for this proposed project, the Town Board will then consider the development application at its January 14 meeting, or at a special meeting if necessary.

As information becomes available, it will also be posted on the site. Lancaster noted, “Because of the level of public interest in the sale of Lot 4, as well as the project proposed, we’re developing this project website to consolidate public information including project updates, development review information, FAQs, and direct contacts to get more information.” At the November 19 Estes Valley Planning Commission meeting, Graham Billingsley with Orion Planning Group will give a presentation on development review (what it is and isn’t). Members of the public are invited to listen to the presentation to gain an understanding of the Planning Commission’s role in reviewing development applications, including their upcoming review of the Anschutz Wellness Center at the Stanley Hotel project. The meeting takes place November 19 at 11:00 a.m., in the Town Board Room of Town Hall.
