MacGregor Avenue Work Postponed

At its regular meeting September 27, the Estes Park Town Board voted to table the issue of repairs on the 100-block of MacGregor Avenue. The board members voiced their concerns about the repairs and funding. The board will further consult with the Town attorney on contractual issues in an executive session at the October 11 regular meeting.

Elk Fest, scheduled for October 1-2, will take place in Bond Park.

The cost of the MacGregor Avenue repairs is estimated at $215,056, though the funding source, contractors and timing of the project must still be determined. In the meantime, the road will remain closed to vehicle traffic. And, as Trustee Eric Blackhurst noted, “doing nothing is not an option,” as freezing and thawing patterns are likely to cause the road to buckle even in the absence of vehicles.

The lower section of MacGregor Avenue has been closed to vehicle traffic since issues were discovered during the road’s first day of vehicle use in late May. Within the first hours of vehicle use, the brick pavers began to move. After the problems became evident, samples of the subgrade were taken by three geotechnical firms. The samples revealed a level of ground water that was not identified in samples taken prior to design and construction. The road was reconstructed as part of the Town’s redevelopment of Bond Park.

At its regular meeting on September 13, the Estes Park Town Board reviewed several options to address the issues on lower MacGregor Avenue. The board chose a repair option to remove the brick pavers, remove and replace all poor subgrade materials with 18 inches of recycled crushed concrete, remove and replace all base course materials with new material, install geogrid material for stabilization, remove and replace all paver sand, and finally, reinstall the existing pavers. These repairs will address ground water drainage while reusing materials already paid for and improving the road’s stability.
