County, Town To Hear Comments About Forming Local Marketing District

A decision about whether area voters in November will be asked for permission to form a Local Marketing District (LMD) in the Estes Park area will come closer to reality following two upcoming joint public hearings before the Estes Park Board of Trustees and the Larimer County Commissioners.
The first of the two hearings will be conducted at 3 p.m. next Thursday, June 5 in the Town Board meeting room. The second hearing is scheduled for 7 p.m. June 26. Both sessions are required by state statutes that outline how marketing districts can be created.
If voters approve the plan, lodging facilities both in the town limits and in nearby unincorporated areas of Larimer County will collect a two percent lodging tax to finance advertising and marketing programs for the Estes Park area.
During the upcoming meetings, the plan for operations will be reviewed. Included in the presentation will be discussion of the criteria required to send the issue to voters, an overview of responsibilities held by LMDs, and other questions. Public input also is encouraged at the meetings.
Should  both elected governmental boards agree with the plan, an intergovernmental agreement organizing the LMD, the formation of the LMD and the marketing and promotion tax will appear on the 2008 General Election ballot on Nov. 4. If voters approve the formation of the LMD and the marketing and promotion tax, then collections will begin in January 2009. The new LMD Board will be seated in early 2009 and will assume marketing responsibilities by developing and implementing an Operating Plan for the LMD in 2010.
