Board To Consider Revised Proposal And Option To Sell Land For Downtown Theater
During its regular meeting on Feb. 26, the Estes Park Town Board will consider a revised proposal and ordinance allowing an option for Estes Performance Incorporated (EPIC) to purchase a portion of the Riverside parking lot. The Town Board voted against EPIC’s original proposal at its Jan. 22 meeting. EPIC’s newly revised proposal includes options to address the loss of parking spaces that would occur if the project moves forward and EPIC is able to purchase the property. The public is encouraged to participate in the Feb. 26 meeting, which begins at 7 p.m. in the Town Board Room of Town Hall, 170 MacGregor Ave. Written comments will be accepted before noon on Feb. 26. EPIC intends to design, permit, construct and operate a performing arts center facility at 116 East Elkhorn Ave., the former site of the Park Theater Mall. Before designing the project, EPIC has requested that the Town grant an “Exclusive Option to Purchase Real Estate” for a portion of the Town’s Riverside parking lot contiguous to the potential development site. Prior to exercising the option, EPIC must meet a number of conditions described in the agreement, including replacing any parking spaces lost as a result of building the project. The option must be exercised by Jan. 31, 2017, extended from the original date in 2014. Prior to transfer of the Town’s property, EPIC must receive all necessary approvals of its development plan, including special review approval from the Estes Valley Planning Commission and Estes Park Town Board, as well as any variances for the project.
