Board Evaluates School Supt. Linda Chapman-A Glowing Review
Pursuant to Article 9 of Colorado School Law, the Park R-3 Board of Education has conducted a formal evaluation of Superintendent Linda Chapman. As the Board of Education evaluates the superintendent’s performance, they consider and monitor many performance standards in her accomplishments toward District Goals, Ends, and Executive Directives, including, but not limited to, the Colorado Superintendent Standards.
1. Fulfillment of Adopted School District Objectives-In her previous evaluation, Mrs. Chapman and the Board of Education suggested three primary goals to aid the district in moving forward.
Goal #1: Relationships: To ensure student success, the board of education recognizes the importance of developing and maintaining collaborations and communications that strengthen relationships among all internal and external stakeholders. Mrs. Chapman understands and expresses the importance of relationships in the educational environment. Communications between the district and the community have improved during this past year with the development of various advisory committees that are structured with community involvement. The district continues to strive for Excellence in education for Every Child through strong teacher-student relationships. The collaborative relationship between the Board of Education and Mrs. Chapman is one of trust and mutual respect. As her experience as Superintendent continues to grow and broaden we anticipate that her self-confidence in all of her decision-making will continue to grow as well. Mrs. Chapman is working on improving the communication between the District Staff and the administration. The board anticipates that continual improvement in developing healthy, open communication with the staff will aid in improving school culture thus improving the educational environment for our students.
Goal #2-To develop and maintain a district wide initiative to improve reading and literacy skills. The district has placed a great importance on improving the literacy skills of our students. This concentrated effort led by Mrs. Chapman and her administrative staff and the leadership role that she has taken in this endeavor has resulted in district-wide literacy improvements. The staff has been very receptive to her vision and continuously work as a team to identify students and their needs, making it possible to structure individualized learning plans. The board anticipates this progress to continue so that each and every child benefits.
Goal #3- Effective instructional Strategies: Instructional strategies are methods that are used in the lesson to ensure that the sequence or delivery of instruction helps students learn. State assessment scores as well as other pertinent assessments continue to show that our students are improving and are excelling in many of the subject categories. Mrs. Chapman has faced some obstacles this year with some personnel issues within her administrative team. Through much personal sacrifice and fortitude she has ensured that our students were not adversely affected by these and in fact have continued striving towards excellence.
2. Fiscal Management of the District: Mrs. Chapman continues to lead the district with sound financial and human resource practices. She continues to model and expect district-wide lawful and ethical compliance with state and federal statutes, as well as district policy. Her understanding of district finances is extensive and she is dedicated to the fiscal well being of our district. As we are facing declining enrollment her continued fiscal responsibility is key to our healthy financial future.
3. District Planning Responsibilities: Mrs. Chapman is passionate about the future success of our district. She believes that each student has the potential for achievement and she strives to ensure that each and every student receives an excellent education that is structured for their individual needs and future aspirations. With the current restructuring of the Administrate Team, under her leadership, the board anticipates that her vision for the district will continue to be accomplished and hope that the restructuring will help her visions to become shared district wide goals. Mrs. Chapman’s efforts to develop a strategic plan, with all of the stakeholders, for the district are continuing.
4. Supervision and evaluation of district personnel: Mrs. Chapman is committed to having excellent educators and knows that retaining excellent educators remains the key to our students’ future success. She successfully initiated a four-point evaluation process for personnel, which helps to ensure consistency and fairness in staff evaluations. Mrs. Chapman has the courage to put the district’s well being first in all of her decision-making. She is very involved with the day-to-day operations in the school district and is openly available to all staff. Further evaluation of Mrs. Chapman’s supervisory skills, as well as all administrative staff will be completed this fall, no later than Oct.31, as the board is planning a full 360 degree evaluation.
Summary-Mrs. Chapman’s absolute passion and dedication to educational excellence is evidenced in her unyielding vision, her unwavering personal commitment, and her creative thinking in order to provide every child with every possible educational opportunity. As a model for personal responsibility, she is a genuine asset to our district and is devoted to ensuring our district continues on its path to excellence.
Her decisions are always made in the interest of the district and its future. Her dedication to the betterment of the district is a model for all district employees.
The Board is extremely confident that Mrs. Chapman will continue to lead the Park R-3 School District to a future that is filled with promise on a pathway to an Excellent Education for Every Child in Every Classroom Every Day.
